Method

Preparation
  1. Whisk the flour, baking powder, and salt together in a large bowl.
  2. In another bowl, beat the eggs, sugar, butter, vanilla, and any citrus zest until smooth.
  3. Pour the dry mixture into the wet ingredients and stir until a dough forms.
  4. Turn the dough onto a floured surface and knead it gently for 3 to 5 minutes, until soft and smooth.
  5. Cover the dough and let it rest for 30 minutes at room temperature.
Cooking
  1. Roll the dough into a large rectangle, cut it into strips, and roll each strip into a rope about 1/2 inch thick.
  2. Cut the rope into marble-sized pieces.
  3. Heat the oil to 350°F and fry the pieces in small batches for 1 to 2 minutes, until golden brown.
  4. Drain them on paper towels.
  5. Meanwhile, simmer the honey and sugar for 2 to 3 minutes, until the sugar dissolves.
  6. Remove the pan from the heat, toss the warm fried dough in the honey, and coat every piece well.
Serving
  1. Pile the balls on a platter or shape them into a wreath.
  2. While still warm, scatter the garnish over the top.
  3. Let them cool for 15 to 30 minutes until the honey turns tacky, then serve.
